The Treasurer/Collector is responsible for the billing, collecting and investing all the Town funds including, real estate and personal property taxes, motor vehicle excises, water/sewer  trash and well as a myriad of miscellaneous departmental service charges, permits, licenses, fees and processing payroll.

The Treasurer/Collector administers and arranges for the timely disbursement of all payments to vendors, Town employees and retirees.

Motor Vehicle Excise Tax

The motor vehicle excise tax is imposed on every motor vehicle and trailer registered in Massachusetts. The tax is imposed for the privilege of using the roadways and for registering a motor vehicle. The registration process of a motor vehicle automatically triggers the assessment of the excise.

The information on all excise tax bills comes directly and exclusively from the information your insurance company or agent supplies to the Registry of Motor Vehicles. The Town of Nahant receives the bills via a tape from the Registry and mails and collects the tax. We do not assess the tax or compile the information on your bills.

The motor vehicle excise tax is assessed at a rate of $25.00 per $1,000 value. The Registry of Motor Vehicles sets this value. The original (model year) value is based upon the manufacturer's list price according to the N.A.D.A Blue Book. The taxable value is adjusted each year in accordance with the following schedule:

Motor Vehicle Excise Tax bills are issued on a calendar-year basis. The bill is owed to the community where the vehicle or trailer was garaged as of January 1. The address of the registrant is based upon the registration address provided by the owner to the Registry of Motor Vehicles.

Vehicles registered for a portion of a calendar year are eligible for proration based upon whole months. For new registrations, this occurs automatically. For cancelled or changed registrations, it is up to the owner to notify the Board of Assessors. Once issued, a bill cannot be abated below $5.00 unless the registration date as of January 1 was erroneous; e.g., wrong place of garaging or ownership, or plate.

Motor Vehicle Excise Tax bills are issued on a calendar-year basis. The bill is owed to the community where the vehicle or trailer was garaged as of January 1. The address of the registrant is based upon the registration address provided by the owner to the Registry of Motor Vehicles.

A plate return receipt or insurance termination notice is normally sufficient documentation for the Board of Assessors. When existing plates are transferred to a new vehicle, a copy of the new registration provides adequate evidence.

Owners of vehicles registered as of January 1 can expect to receive a bill by late February or early March. A new registration normally produces a bill 2 to 3 months afterwards.

The most common source of taxpayer confusion arises when a vehicle is registered late in the calendar year. This generates a tax bill early in the next calendar year, which may be followed soon thereafter by a full year bill for the new calendar year. Each bill identifies the year prominently. Taxpayers should make note of the year of the bill when paying an excise tax.

Common Problems:
The most common reason for a tax bill to be issued for a vehicle no longer on the road is the failure of the owner to return the plates to the Registry of Motor Vehicles as required. If a vehicle no longer on the road retains the plate registration, the bill may not be abated until it is sold or junked.

The most common reason for a tax bill to be issued to a former place of residence is the failure to notify the Registry of Motor Vehicles of the address change or the new place of garaging.

It is important to note that state law authorizes the Registrar of Motor Vehicles to suspend or revoke the license or registration of an operator or owner of a motor vehicle for failure to report within 30 days any change of name or address.

2017 Nahant Parking Stickers are available for purchase online. Our new, easy-to-use online service is available 24/7.  With the convenience of placing your order online, you no longer have to make time to get to Town Hall, no more searching for your registration, and no more waiting in line to make your purchase.  It streamlines the process and ensures accountability of each sticker that is issued.   At your convenience, you simply complete the online application, and if all information is in good order, your order will be processed immediately. 

The cost of the sticker is $10 and you can pay by debit/credit card.  Our partner City Hall Systems will fulfill the order and mail your parking sticker to you within 3-business days.  Of course, you must be a resident of Nahant and your car must be garaged in Nahant (pay excise tax).  Further, all outstanding bills due the Town must be up to date and your annual census be on file with the Town Clerk’s Office.

What is the Purpose of the Parking Sticker Program?
 
Its purpose is to allow residents to park at the beach and other designated areas in Nahant.
What is the Online Parking Sticker Process?
 
Once you have completed and submitted the sticker application, you will receive an email notification of your order. Upon verification of your information, you will receive an email that your order has been successfully processed and mailed. Usually, stickers will be mailed within three (3) business days. If there are any questions regarding your information, we will contact you.
In addition to Residency, what is required to get a Parking Sticker?
 
In addition to residency, all bills due the Town must be paid in full and your current census must be on file with the Town in order to purchase a parking sticker. If you have not filed your census, you may submit it with the online application.
What do I do if I do not have a Computer?
 
You may go to the Town Hall, Treasurer's Office to pick up an application. Upon completion, drop your application off at the Treasurer's Office with a check or cash. The form will be sent to City Hall Systems for processing and fulfillment.
What is the Cost of a Resident Beach Parking Sticker?
 
Parking Stickers cost Ten Dollars ($10 each)
Is there a Discount for Senior Residents?
 
All parking stickers cost $10. There is no senior discount.
Where does the Parking Sticker allow you to Park?
 
The sticker is required to park in the lots/spaces around town. The lots are located at the low-lands/Short Beach; Northeastern/Canoe Beach; Town Wharf lot; Bailey's Hill designated spots.
How Long is a Parking Sticker Valid?
 
Parking stickers are valid for one year.
How can I obtain a Parking Sticker?
 
Resident parking stickers may be obtained online at https://NahantStickers.CityHallSystems.com. You can pay for your purchase with a VISA, Mastercard or Discover credit or debit card.
What if I have a Company Car?
 
If you have a company car, please provide a letter on company stationery designating that the car is used for your personal use. Please include the car registration (plate number) in the letter. The letter may be faxed (800-609-7371), emailed (NahantStickers@CityHallSystems.com) or upload with the application in the upload utility marked 'Vehicle Out-of-state Registration'.
Can Commercial Vehicles apply for Parking Stickers?
 
Nahant parking stickers will be issued for any commercial vehicle registered and garaged (pays excise) in Nahant.
May I get a Parking Sticker if I own a Business in Nahant?
 
A non-resident business owner may apply for one parking sticker. Only one parking sticker will be issued to a business. Employees of said business who do not live in Nahant will not be issued parking stickers.
Where can I park if I am a non-resident?
 
At the discretion of the Nahant Police Department (NPD), limited parking is available off season and on occasion during summer months. Call the NPD at 781-581-1213 for information.
Can a Parking Sticker be Transferred to Another Vehicle?
 
Yes, however, any misuse of the sticker will result in the sticker being revoked.
Does the Parking Sticker Guarantee me a Parking Space?
 
No, it does not guarantee you a parking space.
Will the Town of Nahant be liable for any Vehicle Damaged While Parked on a Town Street or Lot?
 
No, the Town of Nahant shall not be held liable for any vehicle damaged while parked on a Town street or lot.

Who Qualifies as an Nahant Resident?
 

A resident of Nahant is defined as any person who lives at a street address in Nahant. Proof of residency may be required to obtain parking stickers.

If I own a Summer Residence in Nahant can my Family Members apply for Parking Stickers?
 
Family members of the owners of summer residences will not be issued a Parking Sticker unless their vehicle is registered in Nahant or they can show partial ownership of the property.
Where do I place the Parking Sticker on my Car?
 
Please remove all past years' stickers and place the current one on the front windshield on the bottom, left-hand side.
What is Nahant Winter Parking Policy?
 
The Town of Nahant has a Winter Parking Policy stating that all vehicles without a Winter Parking Waiver must be parked off the street during the hours of 12 AM until 6 AM, December 20th through March 20th. All vehicles parked on the streets during this period are subject to a parking ticket, and the vehicle being towed at the owner's expense. The Nahant Police will strictly enforce this policy.
What do I do if I need a Replacement Stickers?
 
If you need a replacement sticker, please call or visit the Nahant Treasurer's Office or call City Hall Systems at (508) 381-5455 for assistance. In order to get a free replacement sticker you will need to return the original. There is a $25 fee for a replacement sticker if you do not return the original.

Property Tax Billing and Collection

Nahant real estate and personal property taxes are paid on a biannual basis. The fiscal year begins on July 1st and ends on June 30th of each year. The following table outlines the payment system:

Payment Information:
The Nahant Town Hall is open from Monday through Thursday from 7:30 AM to 4 PM and on Friday from 7:30  AM. to 12:30 PM. The building is closed Saturday, Sunday and holidays.

Penalty for Late Payment:
Interest at an annual rate of 14%, computed per day, is assessed on all payments received at the Collector's Office after the due dates outlined above.

Important Tax Payment Tips:
If taxes are paid from a bank escrow account, send both copies of your bill to your bank when you receive it from Town Hall. The first tax bill is mailed no later than October 1st. The second tax bill is mailed no later than April 1st.

Do not mail cash.

Sign and date your check. Unsigned checks will be returned. DO NOT POST DATE THE CHECK . Checks will not be held by the Collector for later deposit. A post-dated check that is processed and not honored by the bank will result in penalties and fees and charges imposed by both the bank and the Town.

To request a receipt, you must include both copies of your bill and a stamped self-addressed envelope with your payment. If you are a new homeowner, please understand that Massachusetts's law requires that the tax bill be sent to the record owner as of the previous January 1st. You should retrieve a copy of your tax bill at Town Hall to avoid late payment penalties. Massachusetts's law states that your failure to receive a tax bill does not invalidate the tax or the proceedings for collection.

If you make payments electronically through your bank, make sure you indicate the account number on your bank check.

Trash Bill Collection

Trash bills are sent out annually in July. The cost for fiscal year 2016 is $345 per household.

Water and Sewer Bill Collection

Water and Sewer bills are mailed (3) three times per year. The approximate mailing dates are outlined as follows:

Billing Disputes
