Notice of Public Hearing or Informational Meeting
-------------------------------------------------------------------------------------------

The Board of Selectmen will hold a public hearing on Thursday September 21, 2017 at 7:30 pm in the Town Hall, 334 Nahant Rd, Nahant, MA on the issue of tax classification. The purpose of the hearing is to allow taxpayers the opportunity to present their views on whether or not Residential, Commercial, Industrial, Open Space, and Personal Property should be taxed with one rate for all property classes or to use different tax rates for different classes of property. The hearing will include a presentation by the Board of Assessors.

At the conclusion of the public hearing the Board of Selectmen shall determine whether or not “one” tax rate shall be applied for the Fiscal Year 2018 tax rate. Currently the Town taxes at a single tax rate for all property classes. In addition, the Board of Selectmen will determine whether or not to allow exemptions for small commercial businesses and/or owner occupied residential properties. All concerned taxpayers are encouraged to attend to present their views orally or in writing.

If there are questions about the hearing, please contact Sheila Hambleton in the Assessor’s office at 781-581-0212.

Francis Barile
Chairman, Board of Selectmen

The NHA board is comprised of five volunteer commissioners who devote their time and energy, and respective expertise, to administer three state housing programs. The Elderly/Handicapped Housing (Chapter 667) located at the Spindrift has 29 units. The Veteran’s/ Family Housing (Chapter 200) on Spring and Emerald Road and the Family Housing (Chapter 705) on Greystone Road, provide 19 units combined.

In all, the NHA programs provide affordable housing to more than 80 residents. The goal of each and every commissioner and the executive director is and always has been to help make these units safe, pleasant and enjoyable places for our residents to live.

Nahant Open Space Committee
The Open Space & Recreation Master Plan is envisioned as a conceptual design exercise which began primarily as an analysis of the existing
recreation features located throughout the Flash Road recreation facility. Specifically, the focus was to understand if the existing features (e.g., hard courts, ball fields, etc.) were placed appropriately for the existing soil conditions and hydrology, community demand, optimum utilization of the
land resource, etc.

The project was then expanded to include all other active and passive recreation resources throughout Nahant as a means of providing the Administration with a cursory management tool designed to promote improved facility maintenance, standardization of common
features (e.g., signage, material use, etc.), and the reduction of duplication.

The project contract was initially awarded for a cost of $18,400 and the scope of the master plan effort was appropriately scaled to achieve the most with the limited funding - an intensive study of the Flash Road facility, a lesser study of the Lowlands and Tudor Beach and Wharf, and a general cursory consideration of the other town recreation features.

The Town has recently sought and received a State grant for $20,000 which will be used to continue this master plan effort in order to more thoroughly study and design the Flash Road recreation facility. As a conceptual plan effort, it is important to remember that this is not intended to address the needed engineering and hydrological studies needed before creating a plan capable of being used for the bidding and construction processes.

Nahant Youth Commission slates basketball tourney at end of month-originally Published on Monday, March 26, 2012

Without a car and with school, most sports and many friends in Swampscott, hometown life can seem pretty boring for Nahant teens. So a group of high school students has decided to do something about it, forming the Nahant Youth Commission and holding their first event, a March Madness Basketball Tournament. “We had a lot of cool ideas I think we could get going,” said Shea Nugent, 14, a Junior Member of the Nahant Youth Commission. “I feel like [Nahant is] a little boring for some people, there’s not a lot to do. I feel like they go to Swampscott.”

The Town of Nahant bylaws call for a five-member Youth Commission “for the purpose of carrying out programs, which may be designated or established to meet the opportunities, challenges and problems of the youth of the Town of Nahant.” But Chairperson of the Board of Selectmen Lainey Titus has noted that nobody had ever seemed to be appointed to the commission.

Now Nugent, Charlie Arena, Olivia Aswad and Matt Gooding have stepped up to be Junior Members — Titus noted that official members of the commission must be of voting age — and started the commission. Their first event will be a March Madness basketball tournament on March 30 at 6:30 p.m., at the Spring Road Basketball Court. The youth commissioners — and parents Lisa Arena and Lori Nugent, who are official Commission Members — said that many different people in town are working to ensure a special event.

The Department of Public Works will donate lights to illuminate the court and Nahant Youth Basketball will donate pinnies and a scoreboard for the event, organizers said. Shea Nugent said that boys and girls of all skill levels are welcome, and teams of five will be formed once players have all arrived. The first game of full-court ball begins at 7 p.m. and spectators are also welcome. The final four teams will be named after their counterparts in the NCAA tournament. The Tides Restaurant will provide pizza.

Both adult and junior members of the commission emphasized collaboration as key to planning the event. “We were dropping them off and then started to stay for some of the meetings,” said Lori Nugent when asked how she got recruited to join the commission. “But they’ve been doing all the work.”

The junior members wrote e-mails, letters and made calls to make all the necessary arrangements, Shea Nugent said. They met with the Recreation Committee and Community Preservation Committee to seek advice and to brainstorm ideas.

Shea Nugent said he’d like the commission to have about four regular big events a year, and possibly a regular time set aside for drop-in basketball at the school or on the courts. “A consistent event where kids could hang out and have a consistent place to go.”

Charlie Arena and Aswad both said they’d like to see more younger kids get involved. “I’d like to see it get more popular and stuff and have younger kids to step up when we leave,” said Charlie Arena. Aswad predicted that would happen. “I think it’s a great idea — organizing events for kids by kids, it’s cool,” she said. And she invited all kids — including friends from Swampscott and Marblehead — to come and watch the March 30 event in Nahant.

“Show up if you have nothing to do, are bored,” she said. “All your friends will be here.”
